Yes and no. We're talking about functionality vs everything else (Synergists, Dynamic Stabilizers, Stabilizers, Antagonist Stabilizers)
I'm sure you recall me posting a pic of a man born without arms and being able to squat several hundred pounds. In that ideal sense, the arms may be redundant in his case.
About correlation of arms growing due to squats, the biomechanics are a whole different story.
