I saw people in
earlier post mentioned that residential units are under HDA. If true, then it is possible to apply residential rate for utilities. However, other tax valuation may taken under commercial rate.
Leasehold... this is subjective. Nowadays KL address have limited freehold project. Furthermore, you think the building can last 100 years?
Rental, you can try to search the
current rental market from propertyguru/iproperty, using Endah Regal, Endah Promenade as a benchmark. As of current state, the demand is there.
However, you should aware that the major pool of tenant from TPM, Medical School, Standard Charted Staff may saturate after the projects in Bukit Jalil, Bukit Serdang completed (my humble opinion).
