I have a rather long neck which look rather hideous. Do shrugs make it look shorter by building shoulder muscles?

If its the long one it should be 20kg...  ..however, some ppl squat with shorter bars, hence i dono which bar are u using  ...ask the trainers in ur gym about the weights.
