1- Kaotim money else it takes ages to get approval to lay fiber cable and in some cases need to kaotim developer and condo management as well. AIS in Thailand is related to their royalty, nobody mess with royalty over there.
2- Higher overhead (manpower and raw material) and better planning. Have you seen Thailand utility pole?
3- Final and the main reason is Malaysia broadband price is one price for whole country, they need to balance the much higher cost for rural and landed infra deployment. Technically if they allow dynamic pricing based on location, a condo in klang valley can be way, way cheaper than a landed property in let say, Gua Musang.
In fact, based on what I know, they are losing money to serve rural and even many suburban users. And this is sort of forced by MCMC else the telco will just serve profitable areas.
