PROBLEM

As I do a lot of customer support, I noticed that recently there seems to be a disturbing trend where it appears that TM is capping INTERNATIONAL traffic on certain accounts. This has happened for perhaps the past 1-2 weeks or so.

I initially posted this on my blog but would want to know if other people are experiencing this.

SYMPTOMS

EDIT: I believe this is not triggered by data usage as several people with low usage has also been hit by the cap.

I am unsure whether this is triggered by data usage or otherwise but here are the symptoms:

1. The caps appear to be hard caps. There is NO fluctuation in speed, it just appears as if it's maxed out at 50 kB/sec. Some 4 mbit users report being capped at 200 kB/sec and I have a 512 customer being capped at about 25 kB/sec and saw some 1 mbit customers having the same thing. It does look like an intentional cap as they are in common multiples.

2. No appearance of packet loss

3. Speedtests to local servers except Cyberjaya are fine but speedtest to Singapore/Cyberjaya/any other outside server shows the hard cap speed.

4. This appears to be indiscriminate as it applies to ALL types of international transfers be it http/P2P/FTP.

HOW YOU CAN HELP

Don't waste your time with TM's customer support. They are ill-informed and don't have any idea of this problem.

Best is to go directly to the SKMM and open a complaint there and hopefully with enough genuine complaints, we can force some action out of this hugely unethical and possibly unlawful throttling.

MY CUSTOMER'S TEST RESULTS
I'll let my customer's report detail it:

this is my download report,when i start download on 8PM-12AM,MU,FTP all will limit at 40KB/s on 118 .XXX IP,if i change 137.XXX or 110.XXip ,all dl speed will limit at 20kb/s.when morning i start dl watever i get any ip i also can get full speed dl.....

how u know its capped? your office only 1 using the line? hahahah just curious

i think TM Net should also get real with how we use the internet these days. consider normal surfing scenario. we facebook la, we go watch youtube la, we surf various sites, and some people also go for ehem ehem site. all these are bandwidth heavy, which is what broadband supposed to cater to.

it used to be a normal webpage was less than 100kb, now with the interactive ads and all a normal page can reach 1MB or more. i think even the so called casual surfer would rack up a total bandwidth of a few GBs a month. and to think that TM still thinks casual users would be those people who underutilise their bandwidth. you think people will understand ke if a photo album in facebook loading so slow?

that said, i agree that heavy downloaders need to have their traffic shaped. not capped, but shaped depending on network condition. because if TMnet can do it for torrent, why not for sites like fileserve/hotfile/etc?

You mean like coming up with fiber optic based package that offer 12Mbps, and expect the user to just watch youtube video with a 12Mbps line

We all know what those high bandwidth package is for, its only for users who transfer large amount of data. If they expect user to limit their usage, which means the same amount of usage that can be achieve on a 1Mbps line, then why come up with those Unifi thing, right?

If Tmnet wants to be a hero and come up with high speed fiber service, they have to prepare the bandwidth.

just sometimes got some random files i want to download from

so why should I be one of them being imposed this cap?

does that mean even just temporary download some files also shouldnt allowed? then what's the internet for?
shame, normally we can at least get a 1mbps internet, ok, at least we got 1mbps, and now shape our the only 1mbps?

ok, not enough capacity, bandwidth expensive, these are always the reasons, i'm tired of this,

how pathetic, Unifi replaces Streamyx? just wondering how long does it take them to make Unifi nationwide?

803ms quite high ping, might have some time out during the hops to the test..

Really hard to see whether is cap or real server problem. Each ISP's hop can be different. TM might have lesser hops to USA but time have more.. hence its slower..
