For Public Bank Visa Electron or ING Master card, both account  should maintain minimum RM25, thats mean you cannot swap if your account have RM25 balance.
I am not so sure about other debit card.

Can I ask, what is the minimum age to apply for a Debit Card? Because my friend in the UK who is the same age as me (13) already have a Debit Card. Which bank here have the lowest minimum age to apply?

EDIT: Nevermine, i found a Debit Card that is really suitable for me http://www.molfreedom.com/default.aspx

If you're above 12 but below 18 do you require a legal guardian to open the account with you?

i think if you are above 12/13 your could get a debit card with maybank but with approval from your parents that you are under age and stuff. I got my card when i was 17 and MB2U as well.
