Windows is also sus culprit for minor performance lowering due to not-so-admin privileges.
But at the same time 99xxX family now has core parking feature which relies on the accuracy of Windows Thread director to isolate workload to the correct CCD as apparently cross CCD latency has increase 3X over AM4! About 200ns! Which is why AM5 need this feature otherwise it will perform even worse than 79xxX!
Since this thread direction function is only working on Win11, for new AM5 buyers you will have no choice but to use Win11.

But the same bug also applies to AM4 as well might also affect Intel hybrid design. So if the same Windows handicap applies to all prior generations, is that really the reason for AM5 performing so poorly? I think reviewers are just in disbelief how bad the generational jump that they are simply grasping straws trying to find reasons left & right to find the silver bullet whether its the real cause or not.
As the same advice I gave for Intel microcode, current AMD users dating until way back should also update their own to close Sinkclose, although it being Ryzen, constant Bios updates is like a regular thing... orz

Consecutive gen upgrade is not worth always anyway, unless you really want to opt for higher end model.

Thats cuz AMD fanbois and reviewers trying to find & justify every single miniscule % of gains for AM5, if they can tell you to run it on kernel level mode without anything installed, without antivirus, without firewall just to up performance a lil bit they would shout it at you.
