Check startup and background apps. Apps like Corsair iCUE stops it from going low power mode. The more apps you run at the same time, the lower chance it can go idle mode. Ryzen have shitty idle power management.
I have Winamp, Battle.net, Steam, Whatsapp desktop and Microsoft Edge with a few tabs on both AMD and Intel rig. Intel stays idle mode.

Not virus scanning or defrag or torrent running.
Hell, I even ensured Chrome not running (This Chrome often run in background, have to click disabled running at background after closed option)

The dynamic vcore offset only works on Vcore at HWInfo
The CPU Core Voltage (SVI2 TFN) and CPU Core VID (Effective) still stuck at 1.45V.
My Zen 2 3950X properly downvolt at idle to 1.081V or even lower to 0.9V something for CPU Core Voltage (SVI2 TFN) and upvolt to 1.462V when there is activity.
Not sure why Zen 3 5950X stuck at 1.45V for CPU Core Voltage (SVI2 TFN).
