malaysian set 860m comes with 4gb kepler while at US/china they come with 2gb maxwell. i wonder how it will affect performance between these

I think I have problems with my graphic drivers forgive me if im noob but why is some of my programs like chrome, steam not in full hd (blur) CCleaner does not detect gtx 860 it says I am using intel hd graphics i change the screen resolution to 1080p HD already. Steam big picture can detect gtx860 but then it only displays 720p HD it says windows is in 720p when I run can my pc run it, it does not detect the gtx 860.
