If I am not mistaken, a forummer also highlighted the same issue some few weeks ago. I suggest you to lodge a complaint to BNM. Otherwise, there will be more victims in this context.
Yes. Will do. Still don't get why would they charge us annual fee since the cards are still with them and we never activated the card. This is simply outrageous ! mad.gif

You need to browse through this thread. biggrin.gif
It was about AF being charged for an inactivated cc from HLB too.

QUOTE(MilesAndMore @ Aug 14 2009, 04:59 PM)
Guys, can a bank actually charge us annual fee if we haven't received the physical credit card and to activate it ?

Here is the problem. My mom signed up for 2x Hong Leong credit card in early April. One Hong Leong Bank VISA Gold and one Hong Leong Bank Gold Mastercard. She only received the approval letter from Hong Leong Bank 2 months later. But then my mom wasn't interested in it anymore.

No one was home when the postman came. The postman did not give us any undelivered notice either. Instead we got an undelivered notice from Hong Leong Bank about 3 weeks after we got the initial letter from Hong Leong Bank that my mom's credit cards been approved.

Since my mom doesn't want the cards anymore. She decided to just ignore the notice. No one from Hong Leong Bank credit card centre call about the credit cards. So it's been more than 2 months now and just this afternoon we received a statement from Hong Leong Bank that they have charged my mom RM320. RM160 for each card.

So can they actually do that ? I mean we NEVER activated the card. We do not even have the cards. how are we supposed to activate it ?  rclxub.gif

By the way, both cards are **Free For life. Need to swipe twice on each card in order to get the annual fee waiver.

I assume is PosLaju or some courier.

First delivery fail, they should leave a notice. Summary: No notice

PosLaju/Courier will normally keep the letter with them for 2 weeks. After that return to sender.

That is why 3rd week HLB send out notification.

Some/Most cards nowadays are automatic-activated or no activation needed.

Both your mom and you know well aware must swipe twice on each card for annual waiver. Yet decide to ignore the notice and not send a formal letter to terminate it or to pick it up from HLB to use it.

2-3 months later, since the swipe 2x for each card is not done, it is normal for billing department to charge it.

Problem:
1) Poslaju/courier notification
2) Most banks do not communicate well between departments. Obviously billing and card-collection are not communicating.
3) Ignorance is not bliss

Source of the problem is PosLaju, failed delivery notification. Subsequent problem is the ignorance and non-commucation between dept.

So, summary is, due to the ignorance of not informing the bank with a simple letter to terminate the card since non-delivery and no more interest, it is now more headache to send the simple letter and also request for waiver. doh.gif

Wow ! Interesting debate ...

Just to share from someone I know ... experience from Alliance.

Basically same scenario

- Unable to deliver card to receipient
- Card goes back to the back after 2 weeks
- Bank then sends one letter ... asking to collect card
- Bank send one more letter to collect card after 2 weeks and give 30 days to collect card or else account will auto terminate and closed.

Difference is that

- Never receive statement and say AF is charged
- Account is auto closed after a while due to non-collection of card

I agree that the bank should not play dirty and refuse to cancel the account in this case.

The card we're talking here now is Hong Leong Bank credit cards. And yes, Hong Leong Bank credit cards need to be activated. I still have the letter from Hong Leong Bank telling us that the credit cards need to be activated over the phone. I'm going out soon, will scan and post it here later tonight sweat.gif

Hong Leong Bank's conditional free for life credit card is not the only card that my mom has applied in the past.

My mom applied for Maybank Ikhwan VISA Gold around October last year when Maybank just rolled out the credit card, which its cardholder must swipe at least 12 times in order to get annual fee waived. However, we only get a response from Maybank in January 2009. Very efficient eh ? laugh.gif No one was home when the postman came. We did receive several undelivered notices from Maybank but we decided just to ignore it. We received the Maybank Ikhwan VISA Gold statement from Maybank 3 times between January - March 2009 but we were never charged the annual fee.

Another example is HSBC Amanah MPower VISA Gold. This card also requires its cardholder to swipe 12 times to get the annual fee waived. We did get this card. However, we were told by one of its own staff here in HSBC Kota Kinabalu branch that the card is not good as many promotion is not available to the credit card issued by HSBC Amanah. So we decided not to activate the HSBC Amanah MPower VISA Gold. Again, just like the Maybank Ikhwan VISA Gold case, we were never charged any annual fee.

We did not see why is that necessary as both the credit cards are inactive.

I beg to differ ! How are we supposed to use the said credit cards since we do not even have it ? And assume that we already received the credit cards from Hong Leong Bank but did not activate the cards, by rule both the cards should be inactive. How can they charge annual fee to accounts that were never active ? As per BNM law, they should not charge annual fee to credit card accounts that were never activated.

I see this more of Hong Leong Bank's ignorance rather than ours. This is just like a guy is trying to get a girl he fancy to be his girlfriend. But the said girl has been very cold and refuse to go out with the guy. So after several attempts, the guy should be smart enough to know that he has no chance and move on laugh.gif

This is exactly the same scenario with the Maybank Ikhwan VISA Gold that my mom applied in October last year.

1st year is FOC. Unless Citi has changed its policy.
If the points aren't shown in my next month statement, I'll write to SCB again. FYI, I've just lodged a complaint to SCB yesterday regarding the super high conversion rate they charged on my overseas transactions.

did your 5k free points got updated in your statement ? I called CS and they said the same thing wait for the next month statement

Attached is the notice from Hong Leong Bank i promised earlier. About their credit cards need to be manually activated.

Attached Image

And by the way, some minor correction. One must swipes 24 times per annum in order to get the annual fee waiver instead of 12 times mentioned earlier.

HSBC Amanah CC is an Islamic based CC. HSBC CC is a conventional CC.

Why not? I'm holding an Islamic based CC as well.

The main difference may come from the list of privileges. Other than that, it's just another CC.

You should refer to the HSBC website to analyze for details.

Overseas transactions are given 3x choice points. And the free 5000 choice points for newly approved card is a different thing.

Anyway, the 5000 points and RM50 early bird rebate were shown in my 2nd month statement.

HSBC Amanah credit card will give you cash back. For HSBC Amanah VISA Gold, you will get 0.5% cash back for every Ringgit spent, be it locally or overseas. As for HSBC Amanah VISA Platinum, you will get 0.5% cash back for retail transaction locally and 1% cash back for overseas spending.

HSBC credit card on the other hand, is all point based. Most promotions (discount or double/triple points) you see on their website or newspaper are only available to HSBC issued credit card. This is the reason why i did not activate my HSBC Amanah Gold VISA. It's been more than 8 months now since i got the HSBC Amanah VISA Gold, believe it's now closed.
