Do we need to fill out W-8BEN form? What is the better ETF to invest in S&P 500 than QQQ as it has 30% tax rate?

so i guess for now, low cost + fractional option = trading 212, which is backed by IBKR..

If min order, there'll be another kind of warning / notification.
