Are such contactless limits (9 consecutive contactless transactions, or cumulative contactless amount limit exceeds RM 500) applicable for only Public Bank, or also applicable for other banks in Malaysia?

I just gkt my cards and first use it at Aeon One Utama using visa wave. No problem wave it. I didn't use the pin for payment yet.

If you can use it, just ignore the statement then.

Offline transaction. Approval code - VLP111.
No realtime verification and no earmark of available credit limit till posting.

(For Debit card, real-time verification is needed)

Why does offline credit card processing occur? It is because at the time of the credit card transaction, there is a temporary loss of internet connection experienced by credit card terminal?

It is quite inconvenient to some of us, when such offline credit card processing occurs. As you said, there is no deduction from the available credit limit of the credit card. Calling the bank does not help at all, because the customer service officer cannot detect such transactions from their system. We can only check the transactions, only when the transactions are posted.

Fast processing no need to wait for approval code.
Quite common at supermarkets, Mr DIY.

But for debit card paywave, it will check if you have enough money in your CASA.

this is online/offline processing, not necessary related to "internet status".

the terminal still can capture the transaction and approve while in offline mode, just not realtime update to bank/card network.

Pump petrol normally I'll use my m2 Amex & I'm pumping shell.

Most of the card machines shall accept Paywave but the cashier stops it. So normally I will ask the cashier first.
FYI, you can use Paywave at Giant, Guardian, Watson's, Everrise, Parkson.

Did you use the TNG promo? Pump Shell RM50 get RM5 rebate or 10% discount which is better than Amex 5%.
