I applied for Quantum Visa on 23 July, got the SMS yesterday morning. So it's about two weeks for me.

Before 30/8, Parkson, Isetan, Metrojaya, Aeon Departmental (excluding Supermarket).

From 1/9, same place but using paywave. + Giant, Cold Storage, Aeon Supermarket, Guardian, Watsons.

Note: first transaction must be PIN.

If you first got or activate your card, you must use the card with PIN.
Otherwise, it will fall if you use wave/tap/contactless.

Not sure on UOB's slips.
Some transaction slips use short code (W) or -W instead of "Contactless".

Why use Quantum MC? You can use SC JOP/Liverpool, RHB CC which you have minimum spending to meet every month, which online is not a consideration.

New or existing cardholder?

I just called and managed to get the rebate without any tnc.
Maybe need to see your total spending in a year?
