I can only think of two technical explanation if they really tried and cannot be done.
1. The OLT Line Profile is already fully provisioned. You need NG-PON2 to fix this.
2. They try to put you on another OLT port (splitter box) but have no more spare OLT port / splitter box or fiber optic cable
I believe their "pilot phase" story is like this:
1. They plan to just use automation to reconfigure your account and GPON Line Profile
2. Roll out and OLT gave error (some people get the upgrade, most doesn't)
3. Finally found out the limitation of GPON
4. Trying to manually reduce the number of ONU per port by using dark fiber or addition of splitter box
5. Everything else wait NG-PON2
Moral of the story for user: Secure your upgrade before your port is fully provisioned
Lesson for TM: Open turbo speed package for subscription before promising free upgrade. They would have found the limitation if they did this

Current style is "kalau you tak suka bayar lebih, downgrade je lah"
I was highlighting to her on why new subscribers got directly turbo to 100Mbps from 10Mbps while paying RM129 while existing subscribers have to wait until next year for turbo.
Then I requested my report to be kept open. It was closed 1 hour after the phone call against my request.
