Hello guys. Im planning to get a new PC mainly for Adobe Premiere Pro works. My budget is 2K. I already have monitor, mouse and keyboard.. I don't mind AMD or Intel.. Price over performance is preferable..

Is the only reason you're trying to get a H370 is for the PCIe x4 on the M.2 slot apart from the ATX form?
If yes then I have to agree with @neverfap on just getting the B360, they're much cheaper and some of them do pack a PCIe x4 on the M.2 slot like the one @neverfap suggested.

If you really want to get the H370, then I'd say the two board you suggested are very similar, I don't think you can go wrong with either one of them.
The Gigabyte H370 Aorus Gaming 3 also has two USB type-C ports while the H370 TUF does not.
Also, the H370 Aorus actually has two models, one comes with integrated Wifi module and the other one does not (which you linked).
The H370 TUF comes with integrated Wifi module, so that's a plus if you intend to use Wifi with your rig.

Then everything else comes down to "aesthetics" and "RGB".

Pretty sure Adobe Premiere Pro is very demanding piece of software, you might need to bump up that budget to 3k+ to get a decent rig.
This is just my suggestion, I'm no sifu on this matter, real sifu here can probably show you a cheaper and better option.

Yes, locked processors means you can't OC them.

hi again, one question. if to opt for 1070Ti, what model of monitor would u recommend? I read online it mentioned is either 1080p 144Hz or 1440p. I would prefer 1080p 144Hz 24" - 27" at the moment. So what brand/model would u recommmend?

Cut the graphic card and SSD, switch the CPU to Ryzen 5 2400G at around RM740. Closer to your budget now. Total cost for Crucial 16GB RAM is RM674 from C-Zone.

You'll be using integrated graphic and no SSD (longer load times, not sure about video processing time but it should be affected as well).

Does AMD has an edge for graphic use now? What's the advantage? why vega graphic card so expensive, comparing to GTX 1070Ti

No. AMD CPU has nothing to do with it. Nvidia graphic cards has better price/performance due to AMD continues to put insane prices.

Built-in graphics shouldn't affect the performances for Illustrator. That setup already got 16GB RAM (8GB X2).

Only difference is the 24MP59G-P has more "gamer" features implemented in it like "1ms motion blur reduction" but looking at reviews, that feature is useless. Seems gimmicky to me.
You'll need to check for reviews online though since I never tried these monitors before.

[Budget] around RM4000 for desktop (already have existing monitor, keyboard, windows 10 etc, and other from previous comp.)

[Purpose] Mainly architecture, graphics and rendering; but would like to also allow gaming once in a while. Main applications:
[Hardwares that will be re-use] Have old HD to use - SSD (Plextor M5S 256gb) & HDD (Seagate 3TB 3.5 SATA 7200rpm); have old (2x4gb) 8gb RAM that could potentially use (not sure what type/brand, need to check back), but might consider to upgrade to 16gb total

[Monitor resolution] Not needed

[Games & softwares that use frequently] Sketchup, AutoCAD, Rhino 3d, Adobe Photoshop, Illustrator. Steam gaming

[Personal preferences] Dont have knowledge in building PC, first time. But initial research, seems like NVIDIA graphics card is recommeneded for the software I use. In terms of CPU between Intel & AMD, I have no idea the pro/con of each, but just leaning towards Intel because im familiar with it. not sure if I7 8700 is overkill or within budget? but would preferebly like to future-proof my desktop and using it for next 10 years!

Mainly looking for recommendation on the CPU, Graphics Card, Cooler & Case. Thanks!
