I asked SCB via live chat regarding this matter , cs inform that performed TNB payment of RM2,500 via TNB online is entitle for RM85 cashback . I will give a try by this month and see whether i can RM85 cashback or not

For refund I think cannot. Not only CIMB, MBB also.
MBB did not treat refund as payment though.
