Vogue as you call is actually Oscar brand. There is 7 speed, 8 speed and even 21 speed and 24 speed. Most probably the one you are asking about is 7 speed. Also there are steel frame and also aluminum frame. The Vogue model is OK if it is the aluminum frame and it actually a copy of the Dahon Speed but made by others. This I mean the standard model and not the curved Dolphin model. I can't say the components are good though but as something to catalyst you into more serious riding and bikes, it should be OK.
That said, for a newbie who have not really ride before, you won't differentiate YET why some bikes are so much more expensive but you will eventually if you are still riding after some time. But commuting to MRT , meaning carrying it on the trains, the fold won't be convenient on cheaper brands but adaptable with some difficulty like heavier weight and bulkiness.
Come to think of it, there's not one 16 inch folding bike within that price range
16 inch wheels folds more compact and smaller for commuting. Most 16 inchers are above certain quality.
I think for another extra RM200, you can get the Oscar Vogue, 8 speed , aluminum frame from Kimbell Jaya in Cheras. But maybe the one from online is the same , I can't be sure.

Yeah, it was a pretty vague question indeed and I do apologise for that.
I took all the advice and suggestions from all of you and did my own research as well.
It seems to me that 16" aluminium will be the best bet for daily MRT commuting in terms of portability.
I'll fork out a bit more and will be getting the XDS FA16 7sp for myself and Oscar Vogue 16" for my fiancé.
Would love for her to get into biking as well during the weekends.
Still waiting on the stock availability from SL Dengkil and will post up pics when they're here.
