Prime Minister Datuk Seri Najib Razak said the government will continue four Public Service Department (PSD) scholarship programmes this year as scheduled, which are the national scholarship programme for the top 20 SPM graduates to study overseas; a special engineering programme for 200 students to go to Japan, Korea, Germany and France; a bursary programme for 744 students to study for their first degree at public and private local universities; and scholarships for 8,000 students to study their first degree locally. “#Bajet2016 The government guarantees that it’s committed to education issues and to our children’s future,” Najib said in a tweet even as he announced the changes to Budget 2016 in a live broadcast from Putrajaya. When checked against the PSD website, the agency said the national scholarship for local and overseas undergraduate study was offered to the top 50 SPM graduates, indicating that 30 students were cut in the Budget 2016 revision. The engineering scholarship programme for undergraduate study in Japan, Korea, France and Germany was also listed in the website as being offered to 300 students, indicating a reduction of 100 students in the revised Budget 2016. The PSD bursary programme was also open for undergraduate study at foreign institutions last year, according to a report by The Star, with only dentistry, medicine, pharmacy, dietetics and architecture fields limited to local institutions. He added that the RM5 billion allocation for National Higher Education Fund Corporation loans will continue to be channeled to tertiary students. The prime minister also said the annual salary increment for civil servants would be implemented as scheduled on July 1. “The government will continue spending prudently; we will not touch the emoluments of public servants and we will not lay off civil servants, including contract staff,” he said. The prime minister said several infrastructure projects like the MRT and LRT, Pan Borneo Highway, the Malaysian Vision Valley, Cyber City Centre, Pengerang and the High-Speed Rail would be continued as planned. He also said Putrajaya would continue building 10 Urban Transformation Centres, which provide government services to city residents, at Labuan, Sg Petani, Miri, Sibu, Kota Baru, Kuala Terengganu, Tawau, Keningau, Seremban and Kangar. Najib’s announcement about PSD scholarships came after a local Chinese daily reported recently that the government agency had suspended disbursing funds and halted its e-profiling system for all tertiary courses, including pre-university programmes, both locally and abroad.
