Regarding ng the installation of syabas bulk meter cost, iinm shouldnt the management co absorb this cost?

Our condo is migrating to syabas bulk meter as well and we were nvr bill the cost...the jmb will absorb the installation cost from the maintenance fee they collected

Thank you for your answer. We all know that no other Condo developer asks the owners to contribute for the payment of Bulk meters. But the Property Manager for Garden Plaza is demanding on behalf of the developer the payment for TNB Bulk Meter and Syabas Bulk Meter which add up to Rm 650 for a studio unit in addition to Rm 510 electricity deposit and Rm 150 water deposit.

They won't release the keys even if you have settled the final 12.5% plus 7.5% to stake holders and other items like quit rent, insurance, service charge and sinking fund.

I think if owners don't want to help the Developer to pay for capital expenditure, we need more owners to bantah. To me water Bulk meter is part of the main water supply system which is clearly the responsibility of the developer to provide at its own expenses. And I rang up TNB, they said they have never heard about TNB Bulk meters payment because all condo units have they own individual meters. rclxub.gif

I'll summarize some of the current VP issues we're facing now, and explanations from Mahsing:

1. TNB & SYABAS bulk meter deposit (for common area)
The bulk meters are installed to serve the whole development. Every purchases is a joint owner of the development and therefore, responsible for the payment of bulk meters deposits. Currently, these bulk meter accounts are registered under the developer’s name and developer had advanced the payment of the deposits on behalf of every purchaser. Eventually, upon formation of Joint Management Body (JMB), the bulk meter accounts have to be transferred to JMB’s name and every purchaser has to pay for the bulk meter deposits. In order to expedite the process of changing name, developer collect the bulk meter deposits in advance. Deposit collected will be kept in the maintenance accounts until such date it is required for the transfer of name later.

2. Interest charge.
This depends on whether your bank disburses on time. Can request for waiver, but since it's the banks fault, you may need to negotiate with your bank.

3. Service charge.
The total floor area is comprising of your main parcel, your accessory parcel (car park + a/c ledge). Thus the actual floor area is bigger than the one stated in S&P. The floor area is measured by our licensed land surveyor which will be converted to share units as per the Strata Management Act 2013 (Act 757). Thus the measurement of your floor area and the charges per sq ft will be converted to share units. This collection actually is an advance for next year usage due to the free maintenance by the developer.

What do you guys think, acceptable or not? Any experience property owners here? Please shed some light on these issues.

Hi All,

I'm not sure whether this Question has been asked or discussed before. I'm wondering about getting the Strata Title together with the VP.

I just watched TV commercial from www.jkptg.gov.my, saying that the Owner of a newly developed Condominium can request Strata Title together with Vacant Possession from the Developer effectively June 2015.

If anyone has any idea about this, please share. It's good to have Strata Title as early as possible.

I called mah sing previously and asked them about this too. They said any extra payment will be put in to your 'account'.

I just spoke to MS Icon Property. Their contacts,

Nazira (MS Icon Property, ext 438)
Jane (MahSing, ext 379)


Here's the summary :

1) TNB/Water/Syabas bulk meter deposit. Total RM821.45 (as stated in my letter, so it may differ with yours)
- Deposit will be held by Property-management, MS Icon Property
- Once JMB is formed, it will be passed from MS Icon to JMB


2) Previously owner paid TNB deposit of >RM1xxx
- Any extra from this amount can be offset with any outstanding payment (like the #1 above)
- Call Jane to see what's your account balance

Hi gu~wak_zhai,

The developer can include the accessory parcel into the service charge? I thought we would only be charged for the sq footage of the unit, excluding the car park. I find it unfair that we should be billed for that as well as the a/c ledge.

And this is the first time I've heard of the developer asking us owners to foot the bill for the bulk meter deposit now. I'd like to be added to the GP owners whatsapp group, will PM you now.

So basically Mah Sing is asking us to pay the deposit now or they won't give us the key? Or can we forward the payment for the bulk meter later? Thanks.

Hi All,

Need some advise from some experience buyers. I bought a studio apartment in Garden Plaza. I have decided to stay there instead of renting it out or selling the unit off. I have completed all the payment required and will be collecting my key on the 30th of December.

Need a clarification. When will my loan payment start? Will I start paying it after I collect the key or must just wait for the bank to send me a letter?

Furthermore for internet connection, has the developers already activate the phone lines for us to register Fiber connection or must we register with Telekom first before we can register for Fiber connection?

Ur bank will send notice to you on the date of first instalment. garden Plaza already got Time fiber line in the units. U can call Time to connect once ur units done.

Lee, any penalties from your side? Mah Sing is charging me quite an amount for late payment from Sinking Fees, I though that is paid by the bank as the project is still incomplete then.
