Hi, need help in recommending laptop/notebook for my sister 

Preferred brand: Any excepy HP, Acer and Dell
Budget: Less than RM1000
Usage: Office use, browsing internet, save pictures, in other words normal stuff for ladies 
Screensize: 13", lightweight and portable.

Don't know what you mean by "best" (most powerful spec, best looking (subjective ), .... )

Currently laptop Asus N53. Working fine, just need to reformat. It gets slower after every Windows update till its unbearable...

if the N53 is working fine, then you should probably consider just getting a 256G SSD (~ RM600) and swap out the HDD, install the OS and app onto the SSD. Will give a new lease of life to the laptop.
Also add more RAM if your photo and video file size is large. 8G stick is ~ RM200.

Already 8G, some files still took a long time to open. Not sure if 12G helps, but now is a bad time to buy RAM. So ex..

which country? Sometime it is cheaper to buy overseas.
If buy in Malaysia, need to make sure you get International Warranty, and the brand has support at the country you are going.
What course are you studying? Depend on software that you are going to use, may require different computing power.
