That depends on how big a difference there is between the 2
If your max proc speed is 3ghz @ 333HTT X 9 and your rams can only do, say 280mhz, you'll be running 2.52ghz @ 280HTT X 9
There's such a big difference in speed that that the obvious choice would be the proc's speed
If its 2.7ghz @ 300HTT X 9 and your rams can do 295mhz, then going for 295HTT X 9 might be a better choice
Just hit for the highest proc speed, then figure out what dividers to put on

The most important thing is the highest clockspeed.

If there are two different settings with the same clockspeed, go for with the one that provides higher DDR speed.

Divider and multiplier does not really matter at all, because their existence is just virtually.

couldnt get it to run properly @ 2.7GHz, so here's the max stable OC

LBBWE 0603APBW A64 3000+
Gigabyte K8NF-9
1GB KVR D-43
bios set vcore - 1.5
vdimm - stock
cooling - stock
HT divider 1
ram/cpu divider 2 / 1.33 (i think)
