TELCO not link to CTOS. For the outstanding bank, did you get the final release letter? Other than that, after you cleared all your debts in AKPK, you will get another final RELEASE LETTER from AKPK mentioned you have totally release from AKPK.
But that's for my year which is 4 to 5 years back. Hope can help you...

Already cleared CIMB personal loan payment in Dec, until now CCRIS still show “outstanding” under status column, but the total outstanding balance is 0. 🤣
also, I withdrew from AKPK DMP two weeks ago, the AKPK is still shown in CCRIS…

no only few months need to wait then can try again.if you fast try another bank
