this has been discussed in few pages before.

go read them why 1.5GB may be suitable for some, but not for user who downloads more.

The setting will stick even if you connect without using the Maxis branded dashboard. When you set it the first time, that setting is stored within the USB modem's internal memory. So even if you connect it to a 3G router, the setting will still stick because it is not dashboard dependent.
