compromised card is very very normal.
gxbank took the initiative to contact you, inform you of potential risk, took the action to block online txn, then offer to rebate the card fee.
all these are already good actions taken by gxbank to safeguard you.
p/s: there will never be 100% security of any payment cards. it's how the cases being mitigated and managed, no total elimination.
