that's just a notification a transaction has occurred. it does not actually mean it is final (posted aka settled)
all cc txn are partially-final (aka authorization to charge) at the initial stage. there are few more routing processes before it is finally posted/settled into your cc account.

yep, that's why need to find out which party causing the issue.
if issuing bank recorded the txn without any issue (captured, validated with OTP), then bigpay is likely the issue/delay on updating the balance.
if issuing bank recorded the txn got issue (otp error, abandoned, invalid, etc), then likely the txn wont get posted to your cc. failure at bank also reflected at bigpay, so bigpay wont update the balance too (prevent leakage first, investigate later if not true/complaint by user).
this is why both parties must reconcile first before they can give you some sort of resolution.
sometimes bigpay need manual fix in order for them to check the validity of the txn...
genuine issue?
where was the issue lies?
did their acquirer bank "accepted" the txn?
after a few days, did their bank received the money from your cc?
etc etc
imo, bigpay lately has been "good boy". stable and smooth to reload.
