there is possibilities they didnt accept paypal, as Al-rajhi debit card. their customer service said that the bank didnt accept anything related to paypal, for a security reason.
BUT the card still can be used for a normal internet payment.

I beg to differ. Alrajhi allows you to withdraw from paypal so how can you say they dont accept anything related to paypal. To me, its the easiest way to get funds that i earn in paypal in Ringgit. But, not too sure about verifying because I used my nexG to verify.

Try EON bank MOL Freedom debit card. They work well with ebay and paypal

Actually there are stated in FAQ that change from the Old card
to Debit card will be charge RM12.00

but i dun know they give free but may be they will deduct
from account..anywhere it could be wise if ask them...

yup.they charge RM12 for the current card to Visa Debit but FREE for NEW registration..maybe they still in promotion time now so it's still FREE..grab it before it's to late

i think we dont need to waste a time discussing whether it is free or not.. coz they already stated that they will charge rm12 for a chaging fee.
But in case u get it for free, we can assumes it just a LUCK.
