TLDR: First find the service to sub ehem content from and then seek a box within your budget to watch with. Google is your friend to find such services...
You got the first part right about minimum specs and preferred brands.. Good, you did do some reading and I applaud you for that. Now unto your direct question about pay once upfront.. Such do exist but as you've been told, we try not to discuss about such.. But then, if I may ask, If there was an illegal restaurant that asked you to only pay them once and they'll feed you for life. Would you believe them and they'd offer good food and be around long enough? Especially if legal shops charge say RM200 per month.. But this illegal shop asked you to pay just RM500 or even lesser and they'll feed you for life. Of course, you'd say that's BS.. Cuz one, they are an illegal shop, which means can get raided anytime and or simply close up shop for the luls.. not a perfect analogy but kinda paints the picture..
About why there's a big difference in price. Think cars or smartphones.. All from super cheap to super expensive can perform core tasks. Just that some come with better specs, support and or maintenance. Same thing with Android OS powered boxes. Branded manufacturers such as Nvidia, Wetek, HiMedia, Xiaomi, Minix, Zidoo, Beelink, etc.. they stand by their products and provide varying degrees of support over the lifetime of the boxes...or provide a more stable FW & better build quality. Hence the added costs. Take the Nvidia Shield for example.. It can cost anywhere from RM8xx to over RM1K, and despite many boxes released after it, It is still regarded as the benchmark to beat and king of all boxes. Though I wouldn't advise getting it for just ehem IPTV reasons.. That's like buying an F1 car to drive 5 KM to and from from work every day..

Will it make you happy? Sure, but it's a waste of its abilities. So here's the thing, If IPTV is your only concern.. Many boxes out there can handle most ehem services out there and quite well. Issue then would be how well the box performs in other aspects as well, should you need them.. Then there's WiFi/Ethernet performance to think of, how cool do they run? durability, stable firmware ,etc.. Which is why the more popular boxes are more recommended as buying them, you at least don't have to worry about these issue I listed. Cuz they work fine.. I.e. Nvidia Shield, Minix Neo U9-H, HiMedia Q10 Pro, MeCool M8S Pro L with voice remote... to name a few.
