Its can support 3200mhz ram, but not every 3200Mhz ram can run in full speed, depends on the mobo and bios update.
Example, asrock taichi can support only gskill ram to 3200 currently, but if u use corsair 3200, ur speed may not get at the performance its should be.

And as you stated, ryzen 5 and 7 had different on memory compatibility.
Better survey more for choose right ram for right mobo =w= Anyway, u still have time cause ryzen will get better and better its memory compatibility.
But due to rumor, DDR4 should get more expensive as time ongoing, cause most of DDR4 produced by samsung etc, but seems they get failed a lot stock before, plus current smartphone commonly using ddr4, tats why these year's dd4 increase like hell.

Key difference between B350 and X370 board would be stuff like CFX / SLI support, some X370 may put high quality components but that doesn't mean you need X370.
Yup, u can go with B350 as well, cause ryzen not hungry power cpu XD
Just X370 commonly got better VRM, better for full load 24/7, similar as the quality of PSU effect those lifespan and stability.
Anyway, there's only few ppl need full load 24/7 or someone who OSD needed.
