I suppose it is from M2U, i just noticed the very small printed date on the letter, around the date i received failed sms from M2U.

Meaning my email application still under process, hope can know the status either today or tomorrow.

I waited 8 calendar days to get the approval after sending an email.
I helped someone to apply thru email, nearly 2 weeks till today also never get any acceptance or rejection.

Yes should be the rejection from M2U application. Ironically, I received both letter, my card and the rejection letter on the same day/time.

I am interested too to know how to pay Indah water with credit card..

Yes, existing customers with CL RM20k+ since 2007, requested for new card but rejected by M2U, then I emailed my request to review my m2u application, almost 1 week then they approved the new card with CL+50%.
FYI, minimum CL for this FC B VS is only RM8k.
