It's not what news to us. Just the same news posted over and over. Bear in mind of "The greatest beneficiary on the upgrade will be those currently on VIP5 and VIP10 subscribers". The rest don't put high hope on other package.
It is also stated by news that TM already started upgrade speed vs price since few months ago. Not just due to Budget then only upgrade. But if I'm in your situation, I would register it much earlier to avoid come in to this situation --> "running out of port" . |

Its for selected customer only.
