I always start running from the Putrajaya mosque (near PM's office) all the way down to Taman Wawasan and make it way back to the mosque. You can get 13.5 km on that track.

Usually I do 2 loops on my MTB, 1 loop for runs.
There is a 6.5k track (3.25k one way) at Putrajaya Lake Club northwards passing through Ayer 8 waterfront, which I think can stretch further northwards after the terminus signboard and further southwards of the lake club police station. Its not a loop so you will double back same way. This one is less congested and serene, but lack of tree covers at the upper half for hot afternoon runs.
Do you have a map of the 13.5k? For 13.5k I am guessing you go inside Taman Wawasan itself?
