Belly fat will happen when there is a calorie surplus, even if the person if working out or not. When a person who working out have a large calorie deficit, some of the calorie goes to building the muscle and some of them are turn to fat. There is a reason why some bodybuilder opted for a slow bulk method where they consume not so much calorie surplus so that fat won't build up on their body.
