the bundled Easytune software can do overclocking pretty well, but for some advanced settings such as latency, you'll need to access the bios

Nothing wrong wif it... Just that when your CPU idle, it will drop the multiplier.. U can disable Intel SpeedStep at BIOS...

Where is the right place?

Overclocking is testing your hardware upper boundary, most of the time we want stability for overclocked machine. In the megahertz era overclocker favor in squish more mhz out of the factory setting. You able to achieve that by adjusting the properties for clock speed ie fsb and cpu multiplier these properties make up the megahertz ie 133fsb * 10 multiplier = 1330mhz. But in order to make the system unit stable after overclocking is another art well maybe increase voltage etc in relative heat create problem thus effiecient cooling needed. et cetera

So maybe you can try playing with the software bundle with most motherboard to test and play with it and find out the limit of your system. I think thats the easiest and convinient way
