Starcraft is a must, then crysis(s), mass effect(s). interested to play batman:arkham series also besides some COD, Battlefield. I'm not currently play lots of games coz my laptop is poorly old core2duo, it have the capability to play SF4 at low setting, but I see lots of 4 year old laptop died already, so, no games now.

My friend want to build a desktop PC, budget around RM1700. The price including desktop with monitor.
Purpose gaming and a bit graphic application.

Then find the one that fit your budget in price list or garage sale.

Example: asrock b75m-itx around RM280.

Wait until the R9 290X to settle in pricing... The prices are currently inflated for now.
You are asking too much for that budget... Custom watercooling on SFF builds are NOT cheap. They can take up quite a fraction from your budget.

Why are you pairing a LGA1150 CPU to a LGA1155 board?
...and BTW, the TJ08-E is terrible at watercooling (unless the case is modded), and air cooling is much more suitable for that case.

It's actually a Z87M-D3H.. typo error..

TJ08-E is smaller than either Prodigy or Phenom.So,if going for phenom..

The alternative to TJ08 will be PS07, front should be able to fit 240 rad but no guarantee. Modding might need on the 5.25" bay if rad is long and unable to fit >_>

the proc is k mean for oc rite?
maybe u can suggest me cheper non k proc and mobo biasa2 only.
and i have some fittings leftover from my last build. can save up a little on wc parts.
