7950 still out of budget even top up 300, unless u pick other brand of monitor that might offer cheaper.
RM300 perhaps upgrade to Sapphire 7870 XT RM769 for best bang of buck as it offers similar performance as gtx660 ti. Then upgrade ram to 8gb RM169.

Depends on your game resolution and graphic settings. Game like dota2 should hv no prob to max all setting.

Hmm from i5 3470 to i5 3570 not much increase in performance, try 1TB hardisk at around RM199.

As long as it have 24pin and 4pin power for motherboard it should be fine. However, I suggest better a get another PSU that offer true power and reliability since this brand i nv heard of it.

You sure they carry other Sapphire models? If not mistaken the 7770 vapor x is left over one by a forumer due to canceled deal. Thats why no normal version available.

I suppose u are refering to a wrong one. There's a different between 7970 and 7970 Ghz

The pre-OC is for someone lazy to do manual OC. Most of the time pre-oc'ed version offers better cooling solution.

Without OC the GHz it still wipe out the OC version of 7970. Arent the chart clear enough to clarify this?

Just swap the side fan to the rear side as exhaust. Most of the time I only mount fan(s) at rear or top side as exhaust, let the side/front blank as passive intake airflow to reduce noise.

You can ask again at July by the time u do want to build a new rig. During July Haswell is available and new stuff might come out. There's no rush to ask now since later on price may differ too.
