Balance Transfer, What is it actually???

Balance Transfer newbie question: must use billed outstanding amount to do Balance Transfer? can use unbilled outstanding amount to do Balance Transfer?
unbilled is means today I buy an item for 10k, the transaction appeared in the internet banking 2 days later, but havent reach statement date yet...
so, can I directly go apply for balance transfer to another credit card?

hi, can we BT existing BT account?
e.g.
BT to bank A for 6 months for 0%..
then at the 6th month, can we BT again to another bank?

she have maybank visa petronas. and she just get her maybankard2 amex + mastercard.
can she BT visa petronas outstanding to mbb2 amex?
