must use billed outstanding amount to do Balance Transfer?
can use unbilled outstanding amount to do Balance Transfer?

unbilled is means today I buy an item for 10k, the transaction appeared in the internet banking 2 days later, but havent reach statement date yet...

so, can I directly go apply for balance transfer to another credit card?
