you take a rest from your training, but not from your nutrition. Even if that day is the day you have a cheat meal, you still have at least 5 meals. but that's just advice, it's down to you. Maybe it works for you.

Rippetoe does not have many exercises just like 3 to 4 exercises in one full workout, I thought of having more so I can gain the best from the weight gainer I am consuming now "Dymatize Elite Mass".
if you're a newbie, rippetoe's 3 to 4 exercise is gonna make you grow, his programs are based around compound movements which is the best massgaining tool. Just because you're able to do more exercises , don't mean you will grow. Rippetoe has probably forgotten more about this field than all of us can ever know, COMBINED.
