just m2c on few pointers:
whether the project is delayed or not, check under your SPA. ultimately, the project schedule is measured against SPA date. given the right frame of mind, no developer would wanna progress fast fast without ability to claim from purchasers. else they would be financing the project and incurring hefty interest cost as well.
for added security, request for a schedule or anticipated billing date for subsequent claims. with that, you would be more aware of the anticipated progress of the project. developer should be able to give you this since not all are 90% loaners. you can say that you need the schedule for planning of your finances.

I've just received a call from the law firm, informing me that the loan documents are ready and want me to sign it fast, say for the bank to process, stamp duty and bla bla bla...

he also told me that the developer is eager to drawn down for the completion of piling on site, say expected to be April.

anyone receive call from the law firm?

anyone sense something fishy here?

You have paid your downpayment. Now the site has nothing and empty but they claim for the 10% payment, what is happening. You better find out before you sign the loan documents and hard to pull out. If you yet to sign the loan document, you might have a chance to fight back for the downpayment and loose out on admin charges only or worst case loose the downpayment only rather than loose the whole 400k.
