For example, when you order Apple iPhone to Malaysia. Then stuck in custom.

For personal usage you only need Special Approval which is the permit can be use for one time, maximum 3 products. While commercial purpose you need to apply for SIRIM Type Approval which is can be use for few times to import it. I'm the one who in charge in Logistic for our Company.
I've some question regarding SIRIM approval on the Wireless products.
My company want to be a distributor for 802.11 a/b/g/n wireless router.
Can you advise me frequencies of the said model that allow in Malaysia and procedure how we can obtain approval for Malaysia.

helo i just buy a mobile from china,but kena hold by kastam le.
they said need pay 250 for ap a SIRIM sticker.but i buy tat phone only around rm160,so i not willing pay lo,can i ask kastam sent the phone back to china ka?

That one you have to deal with the seller in order to reduce the tax. But honesty is the best. I think you know that too. cool2.gif

SIRIM already reduced the AP for mobile phone now at RM 100. Before this Rm 200 i think.

1 AP/SIRIM can be used on 3 mobile phones same brand n type.

If u clear it at Post office that unit tahanan kastam, they will ask 10% for the mobile phone tax and RM 49.50 for the K1 (declaration form).

If you mobile phone below rm 500 (depend on how much kastam Taksir ur hp) then no 10% applied only pay for the K1 oni.

Need AP. If above RM 500 kena tax. Where it import from? Usually if from Singapore 10% but subject to changes and tariff code.

my friend who is living in U.S will send me iphone 3gs 16gb
he got iphone 4 already and not going to use 3gs anymore so will send me as a gift
actually we r playing same game so i will send him some game money but it wont matter right??

but the problem is... how to make them it is a gift, not i purchased it...
and if they dont believe that i didnt buy it, obviously iphone is more than rm500 right?

i dont want to pay anything...

can you tell me how can i make them believe that i didnt buy??

can my friend put a letter inside?

If it stated as telecommunication product. Sure kena.

Unless if stated as a gift you may be able to avoid it but it doesn't guarantee you 100%. The possibility is there.
But if more than 1 item. It can be easily detect.

Yes kena SIRIM because got WIFI. Personal usage is RM250 for every 3 items. But it may vary accordingly.

How about the device used for analyzing wireless network, cannot be used to connect to any network?

Hi, my friend always buy stuff in ebay. recently she bought books (novels) from ebay. If I not mistaken, its a second hand books. Value around rm300. The books kena tahan at kastam and she has to pay certain ammount. I think the book she bought is in UK. I dont know how many units. I guess more than 3 books.

She also used to buy mobile phone from oversea via ebay. 1 unit is brand new. tak kena kastam. Value is around RM800. Ship from France.

Then she also got another 2nd hand mobile phone also tak kena kastam. value around RM600. Ship from Germany.

My question is, why she have to pay tax for the books and no tax for both mobile phones?

FYI, all the items above ( books, 1st mobile phone and 2nd mobile phone) is all purchase different date and different location.

i already bought 4 H/P from ebay..
all h/p delivery are diff date and diff declaration..
1 declared as Gift Only but item stated as H/P value USD60... cought by Kastam..
1 declared as "electronic item" value as low as USD10.. pass..
1 declared as "item send back after repair" USD10.. pass..
1 declared as "small electronic part" USD10.. pass..

and also 3-4 set of GPS... all pass..
"item send back after repair" / "small part electronic" and value as low as USD30 only..

BD remote for PS3 from UK.. pass..
same "item send back after repair"..

and i agreed.. its LUCKY to pass Kastam... huhuhuhu..
becoz my frewnz got cought even declare as what i did..

just prepare uself if got "tahan" Kastam..

Apple iPad 64GB kena tax and SIRIM for sure because it have wireless enabled device. You can't avoid it if you send it via courier. You are very lucky if the item doesn't kena. The only way that you can avoid is by hand carriage.

Can be a day and can be a month. But for Apple iPad, it's quite fast as it is common item.

Like say i want to order an audio mixer device that costs about usd1000. Its for personal use. Including the box it is about as big as a 20inch flat panel lcd.

When you mentioned electronic equipments, it's too wide. The SIRIM, ST and tax rate are varied.

Personal usage you will be charged under SIRIM special approval.

Import Duty: 0% - 15% (depend on the item)
Sales Tax: 10%

If the item from ASEAN, China and India. You will enjoy the AFTA privilege. If you want to know more, please give the details of the product or else I'm not able to advice you accordingly.

It's a midi controller. Pretty much like a guitar hero controller. This one is more for dj-ing. And the included software is more like a digital audio mixing/production software instead of a game. And the item is from US.

By the way, are there any import duty and/or taxes for headphones?

one iphone 3gs ship from US to MY using DHL courier will get SIRIM + TAX ? personal usage ..i have to go pay for sirim or just sit for courier guy to send me a bill ?

hey team, i want to buy a mobile phone from ebay. its not that expensive, with shipping only RM350++. i asked kastam about the tax and they said "telefon bimbit adalah tidak tertakluk kepada duti/cukai" but then they say this "dinasihatkan untuk mendapat permit dari SIRIM" The hell does that mean?

This means you will need to apply for SIRIM permit. It is compulsory for all imported telecommunication products including handphone. (This is different from Sales tax which have been waived by government for handphone).

Yes PSP required SIRIM approval as the handheld console have wireless connectivity. You can apply by yourself or hire a consultant. It's not easy to do it by yourself as you need do the paperwork and travel to few places like Shah Alam, KLIA etc. I recommend you to hire a consultant instead in order to safe the time, reduce the hassle and smoother approval process.

Either way. It's recommended to apply before the goods arrived here so that it can reach as soon as possible. Consultation fee will be charge according to the specifications and need (commercial purpose, personal usage, express etc).

Just curious, I already bought iPad, iPod, pair of jeans from UK and theres 2 or 3 more stuff that I bought before, not in single order (iPad I bought twice on Feb 2010 and Dis 2010, iPod on Mei 2008, jeans on 2007 and 2009)
My question is how come I didn't kena any taxes? Not even one of my item kena tax eventhough I oftenly bought from the internet. Ade la quite a few days when I get my iPad (1st iPad) they send me the sirim sticker but honestly, I didn't charged by any tax for the item I bought. Is it I'm lucky or theres certain condition that I'm free from tax. Just curious please help

Depends on where you buy. If you buy your items from Apple Store. They already deal with the local representative to apply for the SIRIM approval. That's the reason why you don't need to fork out extra money for the SIRIM approval, SIRIM label, shipping fee etc. So the price you saw is nett price. All in. smile.gif

Around 3 days. Can be earlier than that or can be more than that. Depending on SIRIM.

Hi, newbie here.

I brought and shipped a Wacom Intuos tablet which cost RM990+ at ebay from Hong Kong to Malaysia.

The tracking of the item says it has arrived in Malaysia on 22nd of Jan 2011 and " Pending custom inspection"

Since then there is no progress till now....

is it stuck with the customs?

do I need to apply for SIRIM import permit?

Btw there are few types of Wacam Intuos. Some of it have bluetooth feature which are definitely required SIRIM.

Let say I'm going to buy a 2-din multimedia in-dash receiver (cd player for car) with build in Garmin GPS and bluetooth, personal use. The item will be shipped to the forwarding company (ie. there's 2 type coming in, 1 is like a normal/small mp3 player size something like a thumbdrive, the other one it's look somekind of ipod with touchscreen, but dont have any internet connectivity.

I forgot the exact date, but it since Budget 2011. Yup no tax for mobile phone. You have to apply for SIRIM Special Approval. How much? Depend on the specifications. For SIRIM Special Approval, maximum of 3 units per application. Actually the AP is under Special Approval, Type Approval etc. Once you apply Special Approval, you will get AP to do custom release.

Err... I'm sorry I can't answer it in details as it's too general for me to advice.
For your information:
Some of it are required tax and some of it are tax free.
Some of it are required MITI approval while some of it are required Ministry of Health approval.
Some of it are not required any approvals.

Yes there's possibility that you may get caught. You can choose to wait for your luck and hope the Kastam will close one eye and release it. FYI by right, merchandise item is also required AP which is fall under Special Approval. It's cheaper application and less documentation compared to commercial purpose which is required Type Approval.

Good. It's depend on your luck. Doesn't mean mobile phone no need SIRIM. For your future reference by law & regulation, it's required to obtain SIRIM.

By the way, don't simply accuse that all computer parts are not required to obtain SIRIM just because they are mudah rosak and pakai pun tak lama. Some of it require are required to obtain SIRIM (eg. bluetooth card, wireless card etc). While for electronics like refrigerator, fan, air conditioner, DVD/Blu-Ray player etc are required to obtain ST. You are giving wrong information to other people. Please refer to Kastam, SIRIM and ST for confirmation if you doubt what I said.

if my phone stuck at customs,

what should i do to apply sirim?

can SIRIM be able to deal online,

i mean just apply (on9) and pay to the SIRIM then get the sirim no. and give the SIRIM no. to the customs Office.

is this kind of deal work?

Once your mobile phone stuck at Kastam. Please check the status first. If it stuck because of SIRIM. You have to apply for it. FYI, you can apply online through me. But if you want to apply direct to SIRIM, you still have to deal with them or by agent. They have online service but for e-permit.

Type Approval is expensive but for importing in big amount of quantity. It's much cheaper than SIRIM Special Approval.

The SIRIM fee you posted wrong. For wireless LAN, it's not RM1000. Please refer below.

3. Wireless LAN (b/g/n) = RM 1,000.00 (correct one is RM650 x 3 with test report, RM1650 x2 without test report)
4. Wireless LAN (a/n) = RM 1,000.00 (correct one is RM650 x 2 test report, RM1650 x2 without test report)

so if we order it online, will require SIRIM approval, but if we buy it when we're overseas and bring it into Malaysia, no SIRIM approval required? Besides, why do they want to approve the same product over and over again? If they are really ISO standard, they should have come up with a list of SIRIM approved items that can be purchased overseas (Mr Bijan pls take note) and post it on their website.

Example, samsung tablet 10.1, just regulate it 1 time and approve it, then we as a consumer and order it at bestbuy or any online store, with a peace of mind knowing that the product will arrive at our doorstep. Nih nak kena go all the way to sepang and entertain the pegawai kastam and his/her antics, very troublesome. Sure if it's a certain number of quantity, then they can talk about the tax charges, nih sebiji pon nak kecoh....aisey ramli.

i take in few high power wireless router for the project and got stop by custom, they ask me to go get approval from sirim too, i go to sirim and pay them to get the approval, they approve it without even testing the router, i think because they know the product are manufactured with international CE and FCC standard, so i guess the approval things are just some kind of their money making things brows.gif

Hi, I know bringing in smartphone won't get tax, what about importing 1 smartphone and 1 protection case in the same shipment? let's say total value is above RM500, will they get tax because of the protection case?
If they do tax, how would the tax being imposed? just the protection case or the whole shipment?

Nope, each SIRIM Special Approval (only for personal usage, R&D, trial, demo) consist of maximum of 3 units per model per shipment.

That's mean you need 2 AP.

I bought a iphone4 from someone and it is unlocked or jailbreak (not sure if same thing) and I send it to a friend in Malaysia. it got stopped and my friend said they needed a permit for it to clear and mention sirim which i dont really understand that mean..

asking what company it is and I assume its AT&T since it is from it or is it APPLE?

I will like to import a gps running watch from us. it cost USD175 for the watch and USD 25 for the shipping and insurance. So the question is, do i need SIRIM approval ? Will i be able to escape the sales tax ? (its slightly above RM 500)

I wonder why kastam themselves cannot provide the list for public.

Ok my questions:
1.If delcare item wrongly to avoid tax and kena tahan, kena saman or masuk jail ka? Or just need pay the tax/sirim?

Hi there. I am going to import a brand of china smartphone into Msia for reselling. Target to do this in batch, with 50 units phone/batch. I have appointed a courier service company in China to send to KL. As what you mentioned, i will not liable for tax and import duty for this 50units right?
As for the Sirim permit, seem unavoidable. Can you PM me how to deal with this 50 units smartphone that i wish to bring in, and the estimated cost for Sirim? Is quite a high end phone, equivalent to IPHONE 5 spec at least.

And next qs is that, if the second batch i bring the same things again, do i need to pay again Sirim, since the same products has been inspected. and do they need sample to test?

Now I have been told an import license is needed for clearance.

After reading this forum, I understand that I would need to pay RM100 for the special approval? Is this correct? Also how do I go about applying for this license? Can I pay an agent or something to get it sorted? It is being held in Sepang, and the recipient is in Kota Kinabalu so, I would prefer to have an agent or something to organise the license and I just pay for it.

you have to apply for an AP under company and are allowed to bring in 1 or 2 sample units for Type Approval, the samples are
to be immediately sent to SIRIM office for evaluation and type approval. you are only allowed to import in such
quantities after you have gotten your Type Approval and SIRIM stickers

how many units did you sent? if more than 3 units you cannot apply for personal usage, must apply company import permit and goods must be

it was just one unit that I sent..I have contacted AnsarComp to help get the special approval licence and they quoted me RM250. UPS said they dont deal with the licence and the "consignee" needs to apply for the licence...strange. I would have expected one of UPS agents to help sort it out.

Yes, no tax for cellphones. However, I rmb I was told by the sirim officer that each person can only import 12 units per year for personal use, there are a few types of approval, "personal use" is one. However, this may not be updated, correct me if anyone know this is incorrect.
Sirim approval is RM100. Some paid 250-300 for an agent(usually the courier rep.) to apply the approval at sirim office on their behalf. My opinion is if you're not too far away from sirim headquarter, just go there & do it yourself, it's easy & fast.

You have to bring the Sirim sticker or letter to the custom office for the clearance... it usually takes not more than 30 minutes if they can find your item...

bro, i got 2 phones stuck in customs, they also asked me to apply sirim.
how do i apply and im not sure of the charges..

i just came back from KLIA Pos Malaysia only to find out,
i need to apply Sirim only can clear and collect the item.

I bought mobile phone motorola from Hong Kong RM 750..fedex said it need AP (SIRIM) permit. When i asked freelance agent how much i should pay to apply for me, he said RM300 include service charge. Is there any way for me to pay less than this?

ask them to break down the cost... if service fee > 150, i would rather drive myself there to get it done ....

I already emailed SIRIM about the fee..they charge RM100..Hopefully i can apply for AP through email or just post the needed documents because for me to go there myself seem impossible..my place so far away from SIRIM office sad.gif

I've this experienced last week when i bought Nexus 7 from oversea. My forwarder introduced me to contact SIRIM's agent company AnsarComp (M) Sdn Bhd. They very fast and the charges is only RM 150 beside RM 100 for SIRIm charges. I just provide my IC photocopy and shipment tracking. They do everything and 3 days i received my Nexus 7 direct to my office.. Very fast and affordable charges compare the above agent.

1st SITUATION:


I just win a HTC One M8 from a competition online and obviously the phone need to get SIRIM permit as FedEx has called me informing about that. Fortunately, the competition organizer has agreed to pay all custom/import duty fees including SIRIM permit.

My question is, how long does it take for my phone need to pass all the test and get issued for the permit.




2nd SITUATION:


I'm planning to buy 1 smart case that has functions like Samsung S-View Case or the HTC Dot-View Case. Do I need to pay import/duty fees and apply for SIRIM permit?

As i just ordered a 1 Dual XGPS160 SkyPro Bluetooth GPS receiver (Link) for personal use. However it was detained by JB custom. Which I meet them today.

Thus they require me to go to SIRIM tomorrow, with the device manual book. Would I have to pay anything? or would they impose any tax base on your experience? and how much would it be?

$187.75 (Total cost of item) = $145 (Item cost) + $42.75 (US postage)

I bought GPU and PSU, total over RM500.

Amazon says they will take care of any duty charges, importing fees or taxes (GST). So about that I'm not worried.

But, now somebody say need to apply for SIRIM.

Is this true? So for me, I must pay RM200 for the SIRIM certs?

Yes, agree with lisa. switch and router are required for sirim permit. Please contact Ansarcomp 01132909022 if you required assistant on import permit.

Managed to settle it on my own. Just downloaded the form, print it, and mail it to them. It's not that expensive. Just rm19 I think for one router.

Normal earphone will not held by custom. Unless it's wireless headphone, if very unfortunate kena held. You will need to pay Sirim RM107.60 + 6% of duty to custom from USD24 (depend the value your declare).

DHL did charge a small fees for managing items release from Custom as well. Around RM55. Fedex doesn't.

Hi, I ordered a custom ergonomic keyboard from US company, shipped from Hong Kong via Aramex. Paid RM1700++ for it, so I expect Customs will want to hold it when it gets here.... Will I need to go through the SIRIM runaround too?

Edit to add: Normal USB connectivity, no Wi-Fi or Bluetooth, but the design is pretty unique (sort of butterfly shape lol) and definitely isn't anything commonly seen here. Maybe I should worry Customs thinks it's something else other than a keyboard lol

If you go to their office lets say in the morning, by noon can get the permit already or within 24 hours period. If through email then like other members here said around 3-4 working days.

If let's say I wanna import a laptop from the US, I know for this laptop if import to KL need to go to SIRIM QAS in Shah Alam to apply for permit and pay the duties before it will be released to the respective courier.

I wanna ask if import to Sabah, where do we go to apply the permit and pay the duties ya? Need to go Shah Alam or there is a branch in Sabah or something? Thank you in advance.

If your import permit has approved, you may forward it to your agent for clearance purpose.

Regarding the evaluation, it is our procedure to complete the special approval (SA) application process by submitting your product to SIRIM for evaluation. But, you have to bear all additional cost and we also not responsible for your product during evaluation.

However, you may ignored this email as there will be no consequences for your application if you do not submit for evaluation since it is for your own personal use

Usually DHL will settle for custom only. For SIRIM, the recipient need to settle by them self.

If I want to apply import permit for the hybrid product for SIRIM type approval, how to make sure the kastam issues K1 form, so that I could apply for the import permit. At which step I should apply the import permit and what if the product just enter successfully without blocking? Knowing that SIRIM will not accept for type approval if there is no K1 form, import permit and invoice.

Do you know the proper workflow for importing the stuff from China for item (hybrid product- SIRIM approval)? The only info I got from the shipping agent is air way bill which do not state the "Country of origin", "Place of origin", "Consignee from" and tarriff code information which I required for import permit application.

hi if item is educational toy (no screen just full of rows+columns to press button and make light+sound) size is like iPad

I search the HS codes and it most probably will be 8471. 30

Anyone got experience on this and want to share, the total shipment will cost RM3k

Do I need to tell anything specific to the seller regarding the invoice and shipping amount? It is FREE shipping but I have asked him to put some number in the shipping charges and reduce the per unit total so comes to the actual total I paid him.

I already ask to not use FedEx or DHL and just use USPS express

Can others please help list out things that i need to pay attention to.

I am trying to avoid paying 10% tax and other charges as this will be for kids attending a charity language school.

Hi,

If i'm not mistakes, you need to get COA from Suruhanjaya Tenaga. Then only you can import the goods. But that for household product that i know.
You can check with this agent:-Ansarcomp (01132909022) or email to them ap-label@ansarcomp.com.my.

They should able to assist you.

Is there any other solution instead of apply AP Permit? If no, what is the tax rate that will be subject to my watch.

If Custom insist for the permit, there is no other solution unless if you can ask DHL to talk with Custom and convince them that your watch does not require for permit.
Is it a smart watch? Smart watch require for permit.

Though this forum is literally almost a decade old, hope you answer, I want to order a motorcycle helmet, specifically the Bell Qualifier or Scorpion EXO r420, both are DOT, ECE and SNELL approved if I remember correctly lah. So the safety will definitely pass sirim level, to order and ship here only cost RM 440 but buy from here 600+, how to import and get sirim?

Guys, no need to appoint Ansarcomp as your agent. I just found out that they ONLY assist on the Sirim application. They don't deal with Kastam, SST charges and declaration.

As for the SIRIM application, i have gone through myself with a few emails and fill-in forms from them. Ansarcomp charges like RM 150 fees on top of RM 100 Sirim fees, which you can save that RM 150 if you just email your application request to sirimepermit@sirim.my.

The procedure is easy and only takes a few days. They will email you back the SIRIM permit. Makes me angry as they charge RM150 for filling up 3 forms and firing 2-3 emails.

Guys, no need to appoint Ansarcomp as your agent. I just found out that they ONLY assist on the Sirim application. They don't deal with Kastam,  SST charges and declaration.

As for the SIRIM application, i have gone through myself with a few emails and fill-in forms from them. Ansarcomp charges like RM 150 fees on top of RM 100 Sirim fees, which you can save that RM 150 if you just email your application request to sirimepermit@sirim.my.

The procedure is easy and only takes a few days. They will email you back the SIRIM permit. Makes me angry as they charge RM150 for filling up 3 forms and firing 2-3 emails.

Empower yourself.

Note: About Kastam charges, you can search about your tarriff code if you google "Perintah Duti Kastam Malaysia 2017". Download the pdf copy, search your item and get your tarriff code and the necessary tarriff.

Well if they know how to earn a living by filling up forms and firing few emails, what is there for you to angry with?

By the way, what did you import that make you have to deal with so many parties and declaration ? Thought this thread was quite clear with the procedure?

I think it's fine tho
Some people are clueless and need help from other.
I just used Ansarcomp services recently and it's good. They are very responsive too. I really don't mind pay for the services ^^.
