is it possible? yes. it is. 12 mil is less than 3 mil usd. very easy to hit.

IBKR. You can buy any bond from there except Malaysian bonds without any middle man (banks)

Any idea if IBRK allows fractional bond purchase and how the buy back works ?

Don't know about other countries, but numbers for HKD and SGD doesn't seem to make sense, especially Hong Kong's crazy cost of living  Malaysia will definitely cost at least 2x to 3x less than these two...
