No, u cant bring any of sharp item in ur hand carry luggage. I once saw an arab men being asked to put his multipurpose tools inside his cargo luggage. But I dont know why when the guard ask him weather he fly with MAS or AA and when he said AA, the guard said AA wont allowed passenger put any sharp object in hand carry luggage. i think it depends on the airlines. Not the security..
Yes u can bring 2 luggage but please do not exceed the limit or if u want to be safe, just buy an extra weight.

anything is ok with your check in luggage (cargo luggage) as long as it's legal.

Pretty sure it's an international advisory that: -Sharp items are not allowed in cabin baggage; and -Dangerous goods must be declared (regardless of cabin baggage or check-in, and then subject to offloading at discretion of pilots/airline/security).

"cabin Luggage" is also refer to hand carry bag ... explanation : " Cabin " is refering to to interior part of the aircraft so .. is the same as Hand Carry bag which you brings into the aircraft ... proper term should be ... hand carry and CHECKED in Luggage

You can bring whatever tool with you provided you check into cargo. No scissor or sharp object can be carry into cabin. I always check in my tool box (alot of different kind of tool) into cargo. And makesure I don't have any sharp object with me into cabin. Anyway if you forget, The last xray area, will ask you taken out and pack for you. Than ask you when arrive, pick it up from the airport counter. All this I experience before.

Most of the time yes but sometime more expensive. I prefer to choose my choice of hotels esp via agoda, sawadee, hotelclub, hostelworld or even asiaroom. Just compare the rate from diff website.
