You can bring whatever tool with you provided you check into cargo. No scissor or sharp object can be carry into cabin.
I always check in my tool box (alot of different kind of tool) into cargo. And makesure I don't have any sharp object with me into cabin. Anyway if you forget, The last xray area, will ask you taken out and pack for you. Than ask you when arrive, pick it up from the airport counter. All this I experience before.
