for Intel platform , memory timing isn't that important because
Intel use : CPU-NB-MEM
compared to AMD platform : CPU-MEM
there will always be a little delay in northbridge (chipset dependent) .
so , Intel OCers better aim for high-speed RAMs than tight timing which will cover back the delay in northbridge .
once again , aim for the highest CPU speed

I agree but not totally. Even there is a delay on NB,NB to mem and mem to NB will do affect the performance too.Diffrent timing on the mem will gives faster or slower response to nb. While nb site we can adjust some timing too by using tweak865/875 .

Higher CPU speed thus will be better is because of the compensate of the delay in both nb and mem.
