Usually OCBC auto weekly transfer is run at 8AM, but until 11AM ady still no transfer happening, so I did a manual transfer.

Then the auto transfer happened at 12PM.

Does buying/selling of funds incur costs? Such as rebalancing of portfolio.

You get charged tiny forex fee when you deposit and withdraw - 0.1%. The rest are covered in 0.8% p.a. management fee already.

Also rebalancing takes place when you deposit n withdraw also, don't have to wait until the allocation % is way off their targets.

So, when we "buy" the funds, do we actually own it or it's just by proxy (StashAway owns it but maintains a ledger on our holdings)?

Saxo is the custodian for the securities, Saxo say its StashAway's, StashAway says it's ours.

Is there any downside if I invest in small amounts every week? e.g. if I will be paying more 'fees' if I break down my top ups into several trxs instead of one lump sum etc.

Kinda new to this.

nope you wont, because SA charge you by your whole portfolio in a yearly basis management fee 0.8%

they dont charge like brokerage on each sell and buy transaction

that's why majority of us here practise DCA like your mentioned approach

You might not incur extra fees, but one thing to consider - time drag:
Each deposit typically takes T+3 e.g. Sunday deposit, Monday acknowledge, Tue night conversion and buy (US market opens at 9:30pm), Wed late morning reflected (SA typically update the numbers in the app around 11am).

Given 52 weeks a year, your money is spending 3x52=156 days in transfer, conversion and buying queue limbo.

Compare this to quarterly investment 4*3=12 days. But with such long interval some people may get buyer's remorse when they're unfortunate to buy at peaks; missing purchases during price dips in between.

In summary:
Too short - time drag, too long - possible buyer's remorse. Dial up an interval you're comfortable with.

This is specific to StashAway Malaysia. For Singapore, bank will transfer at 8AM, by next morning the shares are purchased already.

StashAway team if you see this please expedite the whole process.
