Anyway, my suggestion for you is that. Collect the card this Thursday first.  And use it probably for a year, since the card is free for the first year.  But once you collect the card right, make sure you go to the customer service there to apply for their online account.  This can only be done via customer service, and not through ATM.  They'll give you a temporary pin number, so that you can actually access your statement online.

Since you have the Visa Electron now, then you can use that first to verify your Paypal account.  Opening a bank account with Public Bank is minimum of RM250.  But you can withdraw it out later.  So it's not necessary for you to use PB Day 2 Day debit card for now.

If I'm not mistaken the latest one, is that if you use more than RM1.2k the annual fees is waived.

Want you guys opinion - reason why I asked my son to get Visa Electron is because he is under 18 and can't be issued a CC. And with charges of RM10 only, is it a good option for me to deposit money into his Visa Electron account here and so that he can withdraw in US?

In respect of your second statement, my thought is that it is so convenient that I can deposit in RM into his Visa Electron anytime at any PB machine (no need go teller do TT or bank draft during working hours) and he can withdraw it is USD when he needs funds.

I assume he is studying in US ? Why don't you just get him a Citibank Citicard ? It is annual fee free. Citibank does not charge a cent when he withdraws money at overseas Citibank. Another alternative is HSBC but HSBC will charge you RM5 for each withdrawal made at overseas HSBC (overseas handling fee will be waived if you're holding a Premier ATM Card).

Anyways, these two options certainly are much better than Public Bank VISA Electron.
Open an account in Citibank or HSBC. HSBC is huge in New York. HSBC is also present in many other States but not quite as big as New York. Citibank is also huge in New York, Los Angeles, Chicago, Miami area. Should be very convenient for your son.
