Smart TVs are essentially 'Smarter" TVs. Technically a TV running Google Android TV (or ATV) OS is also a Smart TV. So, it mostly depends on how "Smart" the TV is or can be. Some TV's only ship with YouTube app (no kidding) and because of that, they call it a Smart TV. It has no app store, etc to install additional app. Once bought, you are stuck with just YouTube on it. Then there are smart TVs that run proprietary OSes, instead of ATV OS. Examples of such OSes are Samsung's SmartHub or the newer Tizen, LG's WebOS, or even Huawei's HongmengOS or HarmonyOS.... These TV's are smart and come with their own app store to install other apps from. You can't easily install Android apps on them. Just forget it. Typically, one would buy such TVs for the inbuilt apps and more stable support. Then pair it with some other external media player..
Regarding the other, I want to watch this and that.. We have answered similar questions. First, you must find the source, then a good box to run it on. Find the source first. Plenty options.

Hmmm.. I've experienced similar in a different box brand. Sometimes, it's just a buggy firmware that will still reboot itself even after a proper shutdown..As long as it detects there's still power plugged in. Change the firmware or manufacturer pushes an update to fix it. Another casue is HDMI-CEC. The tech that allows different devices to communicate common functions such as volume/media/power on/off controls, allowing one to use only one physical remote to perform the same functions on all connected compatible devices. Now, if it's enabled on the Tanix box and your TV or Soundbar or Home theater is keeps sending the power on signal via the HDMI cable to the box, the box will turn itself back up. For some case, disabling the HDMI-CEC on both devices would work. For others, this doesn't work and no choice but for you to physically unplug the cable from the TX3 upon every shutdown. Connect back before power on.
