Because nobody worries about it. They think the built in house keeping mechanism of android is good enough.
But hey if you are so worried, you can install additional apps to do it.
At first I though android box is just an ASOP with additional tweak on launcher on taskbar. That is all.I never know , even on android box , I can't access some function.
Not familiar with additional apps , which apps to install directly refer to apps cache ? such as picture below ?

Could be browser or website issue. Personally, I avoid (never have to anyways) watching videos in a web browser. However, I can understand hat not all services have a decent app or an addon for smooth easy streaming. Try Brave and Dolphin browsers..
I think your first issue is to get rid of that problematic box and get a decent more freer box to toy with.
I can confidently tell you that on a Minix device using their airmouse.. There's even a dedicated button to pull up running apps. But as has been pointed out.. This is a device that's primarily used for media consumption. Meaning, people just launch whatever app they need for that moment and use it till done. Then just switch to another app. A good firmware will handle foreground and background apps without any issues.
Some other boxes just come with a handy button on the home screen, to kill running apps. Why? Cuz most often than not.. Most are just interested in that and not running processes. Like I said, we power it on, watch or play our desired content and promptly put it back to sleep and or shutdown. Though you can install third-party apps that MIGHT work.. It's a box dependent feature.
If I may ask, why does being able to view running processes interest you?
Yeh , I saw a lot of review on minix on youtube and on their airmouse too.I do understand most user here just mean to running their media apps and doesn't care much on other issue.
My post above , most cheaper model with 16GB 2GB ram will have ram running issue.Remember I asked about 2GB ram about mecool and minix you mention before ? both having a good firmware and interface may have a good ram management.
As for those lower ends android box with 2GB ram (evapd , tanix or what ever box i saw along the demo) will have an issue here. The standard minimum usage of android 7.0 need about 1.2GB of ram.Not to mention when a lot of apps running on background. Some tv apps tend to hook up on the background on the ram or cache.A standard google service already took over 300MB ram.Not to mention Atog , kodi or netfilix and other tvapps running on the background.
Besides , it also important to know whether there are virus install on the android box.Without able to view is quite dangerous.Lag , high CPU usage and even high temp 80'c or above will cause the hardware to fail in faster timeframe.
You know , most free media tv apps tend to have a lot of ads which we sometimes unintentionally click ok to install.
