It all boils down to the JSON file that I shared few pages back. If Apple were to update that JSON file to include MY, then I believe our devices that set to MY region will automatically gain the "+" logo in the Wallet app.

Apple Pay has already been in use for years in other supported countries. Then came along UnionPay for the Chinese tourists and then now with eWallets. Most of the time, the merchants just prefer to tick all of them because the machine they get still remains the same, just that they can accept more payment modes.

Apple can only do so much on their end, if the banks and the network providers don’t work together with Apple; there will be no Apple Pay support.
