Hello. I would like to ask for some advice with regards to building a new budget rig as I do not have much knowledge about building a rig.
[B][Budget] 4500 (Rig only and if possible lower than this)+1000 for monitor
[Purpose] mainly gaming only and just surfing the internet/watching videos
[Hardwares that will be re-use] none (please exclude peripherals from the budget)
[Monitor resolution] 1920x1080 (I plan to buy Dell U2417H but kindly suggest if there are any better option and i plan to have a second monitor in future to do other things like skype while playing games etc)
[Games & softwares that use frequently] Dota 2, CS:GO, FIFA 17, Football Manager 17, GTA V and also like to try other AAA games
[Personal preferences] I would prefer if it's possible to play games in ultra/max settings on 1080p for the monitor mentioned above. I am someone that have the habit to open multiple tabs or programs.
[Location] Kuala Lumpur (Prefer Idealtech as my bro purchased from there previously)
Actually I did do some research and did some combination myself but do have a lot of doubts. Kindly advise if it's compatible. (Based on idealtech list)
CPU: I5 6600 (I dont plan to overclock, will I5 6500 or 6400 more worth it?)
GPU: Gigabyte GTX 1060 G1 Gaming (I am struggling whether i should stretch my budget up to GTX 1070)
Mobo: Gigabyte H170M-D3H (Will ATX mobo better than than MATX?)
RAM: Gskill Aegis Series 8GB DDR4 2133 Mhz (thinking if i should get 2x8gb)
Chassis: Xigmatek Octans 236B (ATX better?)
PSU: Superflower Leadex Silver 550W (Is this reliable or if there are any better choices?)
SSD: Samsung 850 Evo 250GB (I would like to maintain SSD of this size)
HDD: WD Blue 1TB
OS: Microsoft Windows 10 Home 64 bit (I buy it as i prefer them to set up everything for me)
Should I include aftermarket air cooler since I didn't plan to overclock? any significant differences? Should I stretch my budget to ATX mobo and casing? and if the abovementioned build is compatible to each other?

i5 6500 yields a better price/performance ratio among all Skylake i5 available in the market.
ATX mobo grants you more upgrade room as you aren't going to stuck with limited PCIe slots (and potentially other connectivity ports/slots too), same goes to the chassis.
16GB RAM is recommended if you are a heavy multitasker, 8GB RAM is barely enough if you are lazy to close all the unused programs or tabs in your browser before firing up your games.
GTX1060 is more "budget friendly" (in your case), if you are ok with not-so-high-end 1080p monitor then you can use the extra money saved from U2417H for GTX1070, U2417H is a premium IPS monitor that might be a little bit overpriced in those 144Hz monitor hunters as you can get a 144Hz with the price tag of U2417H.
Aftermarket cooler is optional for your build, it is not necessary to get it initially, if stock cooler (Intel HSF) isn't able to give you a comfortable temperature and cooling then only start thinking to get a decent aftermarket cooler to replace it.
As for PSU, I would suggest a top up of RM 70 for Leadex Gold (tier 1 PSU)
